Hafa Adai,
Governor Calvo sends out this message in response to Congresswoman Bordallo’s statements on the Section 30 funding and the current predicament we are in.
Governor Calvo responds to Congresswoman: “Drop the partisanship” so we can fix this mess
Of course I will do what I can to help salvage this mess and get the White House to request for funding for war claims; but I want to be very clear about a few things so that we don’t find ourselves on the losing end once again.
>
When President Trump’s team asks how this all started, we will embarrassingly have to admit that our own representative in Congress decided it would somehow be okay for Guam to absolve the federal government of its obligation to paying war claims. And we’ll have to come clean about the ruse she and the Obama administration designed to trick Congress into funding war claims by using Section 30 as a placeholder.
>
I now have to do everything possible to convince the Trump administration to help us out. I must now salvage what we can from this mess that I was against and that President Trump was never a party to.
So, as we join forces from the wreckage that put politics ahead of the people of Guam, I will greatly appreciate if the Congresswoman’s office can drop the partisanship so we can do what we do best when we’re Team Guam: fix things.
>
I also ask that the Congresswoman’s office acknowledge how this failure on war reparations has arrested our fiscal ship from paying tax refunds faster and accounting for at least $10M in local government operations.
We need her to reach out to Speaker BJ Cruz and the Legislature, and the Interior and Treasury departments to untangle tax refunds and government operations from this mess. She needs to secure assurances that the Fiscal Year 2014 Section 30 war claims threshold is the $120 million figure described in a federal report, and not the $68 million assumption that now is threatening tax refunds and a thousands of GovGuam jobs.

We can fix this. We just have to reel this all in. This is the kind of mess that only party politics can leave behind. This is the kind of mess that only unity, sincere effort, and critical thinking can solve. I’m committed to it. I invite Congresswoman Bordallo, Speaker Cruz, and the senators to this commitment as well.
