12 nominations to Port Authority’s Board, other agencies not on session agenda  
Dec. 27, 2016 (Hagåtña) — There remain 12 nominees to various boards and commissions whose nominations haven’t been acted upon as the 33rd Legislature enters its last session.
Governor Calvo is asking the Legislature to do its job and move on these nominations.
“These are nominations that are critical to boards and commissions and having vacant seats interferes with their daily operations and ability to carry out their missions,” Governor Calvo stated.   
One such nomination is that of Francisco Santos to the Port Authority’s Board of Directors. Frank Santos brings years of experience to the Board and has a solid record of leadership, first as a 36-year employee of the Port Authority — from which he retired as a Harbor Master — and second as a chairman under whose watch the Port has seen its largest modernization and expansion to date.
“I nominated Frank Santos for another term because his record of excellence is undeniable. He has done a lot for the Port Authority. Through his leadership, the Port has undergone more than $75 million in modernization and expansion,” Governor Calvo stated. 
“So what’s going on? I see no reason for this delay. Furthermore, no information has been communicated to my office regarding this nomination in the six months since I submitted Frank’s name to the Legislature.”
Governor Calvo re-nominated him earlier this year and public hearings were held for him and his fellow board member Maria Taitano in June. Taitano has since been confirmed.
The Administration respects the autonomy of the co-equal branches of government. However, it is the duty and responsibility of the lawmakers to allow the up or down vote of nominees to boards and commissions who have been properly vetted.
The lack of movement leaves various boards and commissions short members.  And with a new Legislature coming in, the process would have to start all over again.
“Chairman Santos’ experience and his efforts alongside management have helped bring the Port Authority into the 21st century,” Joanne Brown, Port Authority general manager, said. “Not only do we have new equipment for the movement of cargo and more room for storage, we have new facilities and equipment that promote safety and security of the Port and of the cargo going in and out.”
Tuesday’s agenda for the last Legislative session for the current Legislature DOES NOT INCLUDE Frank Santos and 11 other individuals nominated. Without Chairman Santos’ confirmation the Port Board will be reduced to only three members.
