Hafa Adai my fellow Guamanians,

Earlier this year, the chief of police updated me on the drug epidemic on our island.

And I told him and Lt. Governor Ray Tenorio that something needed to be done to fight this scourge on society. What resulted from that conversation was the creation of the MANDANA drug task force. Ray and I also have directed agencies to increase their random drug tests within their departments.

What we’ve seen since then, seems to me to be unprecedented numbers of arrests and busts. I know some of those arrests and investigations could have been difficult for them. When the trail leads to someone you know – and maybe had even worked with – it takes an immense dedication to your oath of service and to your ethical responsibility to see the investigation through.

I want to thank all of the men and women who are part of the MANDANA drug task force for your hard work and dedication. I also want to thank all of the directors and employees who have worked with the MANDANA drug task force – together we’re cleaning house.

I know Lt. Governor Ray has been working with the legislature to expand the testing requirements within GovGuam – hopefully that legislation will make it even more difficult to bring drugs into our work places – and move our island one step closer to being drug free.

Thank you, God bless you, and God bless the people of Guam.
