Hagåtña, Guam – Governor Lou Leon Guerrero and Lieutenant Governor Josh Tenorio with the Department of Public Works (DPW) announce that through competitive solicitation, Hawaiian Rock Products has been awarded a contract to rehabilitate Route 28 (Ysengsong Road), from Route 1 to Bumuchachu Street for a total of 1.2 miles in Dededo. The project costs $6,496,080.45 and is funded by the Federal Highway Administration.
Improvements include repaving existing distressed or failed asphalt along Route 28, adding friction course, full and partial depth repairs, draining maintenance, refreshed road signage and striping, reconstruction of sidewalk ramps and detectable warning surfaces in Americans with Disabilities Act (ADA) compliance, as well as new ADA-compliant curb ramps at the Route 28/27A intersection and at the midblock pedestrian crossing of Route 28 near Maria A. Ulloa Elementary School. Adequate access to residences and businesses will be maintained at all times.

“Route 28 (Y-Sengsong Road) is a major urban collector that runs through the village of Dededo and has been in dire need of repair for years,” said DPW Director Vince Arriola. “DPW is thankful for the funding provided by the Federal Highway Administration and to Hawaiian Rock Products for bidding on this project, which will ultimately serve all our residents up north.”
