FOR IMMEDIATE RELEASE – November 8, 2025 

 Hagåtña, Guam — Acting Governor Josh Tenorio announced today that the U.S. Department of the Interior’s Office of Insular Affairs (OIA) has awarded $11,015,766 in Fiscal Year 2025 discretionary funding to advance critical projects across Guam’s government agencies, supporting improvements in health care, emergency response, energy resilience, education, and digital transformation. 

“This latest round of funding underscores the strong partnership between Guam and the Office of Insular Affairs,” said Acting Governor Tenorio. “From hospital upgrades and firefighter equipment to microgrid development and technology modernization, these investments help us deliver better, faster, and safer services for our people. We thank Secretary Doug Burgum and the OIA team for their continued support of Guam’s progress.” 

The OIA grants will support multiple programs through five major initiatives: 

Technical Assistance Program (TAP)

• Guam Office of Technology – Core Network Upgrade Project ($400,000)

• Guam Fire Department – Rescue and Response Mobility Enhancement ($400,000)

• Guam Department of Revenue and Taxation – Modernization of Driver’s License and Guam ID Card Services ($398,274)

• Guam Memorial Hospital – Pediatric Health Care Enhancement ($360,000)

• Guam Memorial Hospital – Human Resource Management Software ($260,000)

• Guam Memorial Hospital – Nurses Workforce Development ($207,100)

• Guam Memorial Hospital – Revenue Cycle Management Program ($50,000)

• University of Guam – Advancing Artificial Intelligence Literacy and Policy for the Guam Education System ($38,734)

• Office of the Lieutenant Governor – Inalahan Regional Computer Center ($33,650) 

Maintenance Assistance Program (MAP)

• Department of Public Works – Specialized Heavy Equipment Acquisition ($350,000)

• Guam Fire Department – Maintenance Modernization Initiative ($350,000)

• Guam Memorial Hospital – Enhancing Resilience, Safety, and Longevity ($310,365) 

Brown Treesnake Program (BTS)

• U.S. Department of Agriculture, Wildlife Services – BTS Interdiction and Control ($1,159,664)

• Tåno Tåsi yan Todu – Islan Dåno’ BTS Restoration Project ($93,350) 

• Guam Department of Agriculture – Kontra I Kulepbla: Challenge the Snake! Program ($75,000) Coral Reef and Natural Resources (CRNR)

• University of Guam – Coconut Rhinoceros Beetle Interdiction Program ($362,460)

• Guam Department of Agriculture – Coral Reef Task Force Meeting and Outreach Coordination ($227,169) 

Energizing Insular Communities (EIC)

• Guam Fire Department – Fuel-Efficient Fire Pumper Procurement ($4,320,000)

• Guam Power Authority – ARMOR Project: Microgrid Controller at Inarajan Middle School ($1,000,000)

• Guam Power Authority – ARMOR Project: Microgrid Controller at Upi Elementary School ($620,000) 

Acting Governor Tenorio added, “Every one of these projects represents a step forward for our island. Thanks to this fruitful partnership, Guam can better power our fire stations, equip our hospitals, and combat invasive species. These investments strengthen our communities and safeguard our future. I thank the Office of Insular Affairs and our local agencies for their hard work in securing and implementing these vital projects.” 

In addition to Guam-specific awards, the OIA is supporting cross-cutting regional initiatives that will benefit Guam and other territories, including the Close Up Foundation’s civic education program, the Pacific Islands Judicial Education Program, and the National Coral Reef Management Fellowship Program.
