Hagåtña, Guam – The Office of the Governor issues the following statement on Public Law 37-3:
In January, Governor Leon Guerrero approved a 22% pay adjustment to the General Pay Plan (GPP) and submitted Bill 24, now Public Law 37-3, to fund the new GPP pay adjustments from April 1, 2023, until the end of the fiscal year on September 30, 2023.
Pursuant to Public Law 37-3, the Office of the Governor submitted the required plans to the Guam Legislature for unrelated matters, including merit bonuses, annual increments, and financial assistance to businesses, on Friday, May 5, 2023. As a result, the Department of Administration can now release the augmented cash allotments to the respective entities for the new pay adjustments under the GPP.
Individual agencies will now be responsible for paying the new rate adjustments to their employees.
