Hagåtña, Guam – The Leon Guerrero-Tenorio Administration proudly announces that Dafne Mansapit-Shimizu, Director of the Guam Department of Revenue & Taxation, was recognized as the recipient of the Distinguished Local Government Leadership Award during the Association of Government Accountants’ (AGA) National Leadership Training (NLT) 2023 event on February 23 in Washington, D.C. The award recognizes local government professionals who exemplify and promote excellence in government financial management and who have demonstrated outstanding leadership in enhancing sound financial management legislation, regulations, practices, policies, and systems within the past year.

“We are proud to congratulate Dafne on this amazing achievement for Guam and, more importantly, as a reflection of her profound ability to drive progress, deliver results and truly lead our island forward,” said Governor Lou Leon Guerrero. “At work she is incredibly thorough and organized – which is why she’s remained a key component of our fiscal team – but she is also an incredible person whose kindness and thoughtfulness precedes her.”

“Dafne is a shining example of excellence in public service, and a leader whose light has helped illuminate the best practices to achieve the standard of fiscal management we employ today,” said Lt. Governor Josh Tenorio. “Tax refunds are now paid in as short as one week. Driver’s license and registration renewals and an assortment of tax forms can now be filed online. The government’s tax collections and revenues are more efficient now than ever. This progress is a testament to Dafne’s prowess and a credit to her DRT team and family.”
