Hagåtña, Guam – The Leon Guerrero-Tenorio Administration’s Adahi I FamaGU’on Child Care Program Stabilization 2021 (CAPS2021) is quickly coming to fruition with the endorsement of the program’s grant manual, eligibility terms and other conditions by the Guam Economic Development Authority (GEDA) Board of Directors during their Thursday meeting.  This signals child care centers and providers to begin preparing their applications for submission. Child Care Organizations and programs are encouraged to download the CAPS 2021 program manual at investguam.com/caps2021. Applications may be submitted via email to caps2021@investguam.com by 5 p.m. on December 3, 2021. 

“As families are finding challenges in balancing the needs of their kids and the need to provide for them, we have envisioned this program as an opportunity to stabilize this balance, create breathing room for working moms and dads, and grow the capacity of our child care systems,” said Governor Lou Leon Guerrero. “We encourage all child care centers and providers to utilize this program to expand their services safely and thoughtfully, and for our families to have a meaningful and reliable form of support as our island moves forward together.”

“Child care centers and providers represent a critical element of our island’s recovery and the rejuvenation of our workforce,” said Lt. Governor Josh Tenorio. “Ensuring that our families have the support and resources they need to take care of their children and pursue gainful employment or education has been a priority of our administration throughout the pandemic.”

CAPS2021 is a public assistance program established through Executive Order 2021-28 by Governor Leon Guerrero and Lieutenant Governor Josh Tenorio. It is part of the U.S. Department of Health and Human Services’ Child Care Stabilization Program, which is funded by the American Rescue Plan Act. GEDA has been tapped to administer the program on behalf of the Department of Public Health and Social Services (DPHSS), as they continue community testing, treatment and vaccination efforts during the COVID-19 pandemic.

“As Public Health continues fighting the spread of COVID-19 in our community, we thank the Governor, Lt. Governor and GEDA for stepping up to assist us in implementing this community-centered program,” said DPHSS Director Art San Agustin. “This provides crucial  relief for our child care centers, as much as $400,000, which will aid them in ensuring that the children under their watch and care are kept safe and secure, even in a pandemic setting.”
