Hagåtña, Guam – Governor Lou Leon Guerrero filed a Complaint for Declaratory Judgment in the Superior Court of Guam today, seeking an order authorizing her to appoint a Special Assistant Attorney General and Special Prosecutor to investigate and, if necessary, to prosecute Attorney General Doug Moylan for illegally hiring 70 unclassified employees including his brother.
The Governor’s Complaint specifically seeks a special prosecutor to investigate the corrupt employment of AG Moylan’s brother Scott Moylan in violation of regulations prohibiting nepotism, the illegal employment and promotion of AG Moylan’s fiancée Sheenalyn Hawkins, and the unlawful employment of over 70 unclassified employees. AG Moylan and Chief Deputy Attorney General Joe Guthrie are potentially subject to civil and criminal penalties for the illegal expenditure of public funds and official misconduct.
“This is an important step for our people, to hold leaders accountable for how they spend public monies,” said Governor Leon Guerrero. “The Attorney General has evaded accountability for too long because he is supposed to be the one prosecuting government corruption, not the one committing government corruption. A special prosecutor will finally help root out the corruption in the Attorney General’s office.”
“Public funds are not the Douglas B. Moylan Family Trust account,” added Adelup Director of Communications Krystal Paco-San Agustin. “The Attorney General’s actions are the definition of corruption. It is time for him to account for what he’s done.”
AG Moylan has 60 days to file an answer to the Complaint.
