Hagåtña, Guam – This week, the Leon Guerrero-Tenorio Administration announced its partnership between the Guam Police Department (GPD) and Motorola Solutions, Inc., to design, build, deploy, and maintain a Project 25 (P25) Land Mobile Radio (LMR) communication system for Guam’s public safety community. Governor Lou Leon Guerrero and Lt. Governor Josh Tenorio, surrounded by public safety leadership, met with Motorola Solutions and GPD Technical Consultant Banyan Networks representatives to kick off the long-awaited project to modernize public safety communications.
“Today is an important day for our island’s public safety and for the brave men and women who dedicate their lives to protecting our community,” stated Governor Leon Guerrero. “This new system will help us achieve our number one priority–the safety of our people of Guam because having reliable and secured communication is a necessity.”
“Motorola has not only recognized but addressed some of the critical gaps stemming from our aging infrastructure. Their work underscores the realities of our rapidly changing communications environment, particularly here on the island, and I am especially pleased that cybersecurity remains a top priority,” added Lt. Governor Tenorio. “As we navigate an increasingly complex geopolitical landscape, their expertise ensures that we are equipped to meet these challenges. Having Motorola, a global industry leader in communications technology, as our partner is invaluable. We are excited to see how this collaboration will further strengthen the resilience and capabilities of our law enforcement community.”
The LMR is a push-to-talk two-way communication system that provides instant and secure transmissions in a broad spectrum of environments. The current Government of Guam LMR system was implemented in 1989 and has since been identified by public safety officials as a priority to replace and upgrade. The first Request for Proposal (RFP) was issued in 2022 and sought to contract a company to provide technical consultation services. Hawaii-based company Banyan Networks was contracted and worked tirelessly with GPD to draft and release a Request For Proposal to build the Project 25 (P25) Land Mobile Radio Communication System. Issued in early 2024, GPD reviewed and evaluated the submitted proposals, selecting Motorola Solutions, Inc. as the best-qualified offer of the RFP. The cost of the project, which is being funded through ARPA money, is $11.5 million.
