Hagåtña, Guam — The Office of Infrastructure Policy and Development, a division of the Office of the Governor, announces the successful award of a $2.1 million Digital Equity Capacity Grant from the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA). This funding will support efforts to close the digital divide and expand access to technology and digital skills for Guam residents, ensuring that no one is left behind in the digital age.

Guam became eligible for this significant funding upon the completion and federal acceptance of its first-ever Digital Equity Plan. This roadmap outlines strategies to achieve digital inclusion and equity for all covered populations on the island.

Projects supported by the grant include:

  • A comprehensive network assessment at Guam Memorial Hospital to improve digital infrastructure to enhance healthcare delivery.
  • Digital programs and expanded access at the Department of Youth Affairs (DYA) to provide justice-involved youth with education, skill development, and reintegration tools.
  • Cybersecurity and online privacy outreach programs to equip residents with the knowledge to navigate the internet safely and securely.
  • Broadband Access and Device Lending through the Mayors’ Council of Guam: Funding will provide communication equipment and support free 24/7 WiFi at unserved mayors’ offices and senior centers, designated as internet hubs for essential services like education, telehealth, and employment. Each mayor’s office will also receive laptops or tablets for a device lending program, prioritizing members of the eight covered populations.

Governor Lourdes A. Leon Guerrero expressed her excitement about this milestone. “This grant is about making life better for our people. Whether it’s helping a young person at DYA learn new skills, ensuring our hospital has the technology it needs, or giving families in our villages access to WiFi and devices through their mayor’s office, this is about taking care of our community. Everyone deserves a fair shot in this digital world, and we’re here to make that happen for Guam.”Lt. Governor Joshua F. Tenorio acknowledged the collaborative effort behind this achievement. “The acceptance of our Digital Equity Plan and the awarding of this grant underscore the hard work of our agencies and partners. This funding is more than just an investment in technology; it’s an investment in our people and their future. We are committed to using these resources to create opportunities for all, especially our most underserved populations.”

The Digital Equity Capacity Grant will empower Guam to address pressing needs in technology access, improve critical services, and expand opportunities for residents across the island. This funding represents a crucial step in Guam’s commitment to a digitally connected and equitable future.
