Hagåtña, Guam – Governor Lou Leon Guerrero and Lieutenant Governor Josh Tenorio announce the award of $526,780 in federal grant funding for several public safety and criminal justice initiatives. The funding was provided through the Edward Byrne Justice Assistance Grant (JAG) Program, which is to be administered by the Bureau of Statistics and Plans (BSP). 

“All year long, our administration has demonstrated our dedication to advancing public safety, from adding new police cars and providing more robust emergency resources to growing our police force in support of increased security patrols across all villages,” said Governor Leon Guerrero. “We are maximizing every federal dollar we receive to ensure that our law enforcement officers fulfill their mission of safeguarding our community, and we are further prioritizing programs tasked with preventing crime and executing drug interdiction measures.” 

“The technology upgrades we are investing in will improve the capabilities of our community protectors at the Attorney General’s Office, Guam Police Department, Department of Corrections and Guam International Airport Authority,” said Lt. Governor Tenorio. “We are also dedicating funds to strengthen the prosecution of sexual assault and violent crimes, supplementing the investigation of narcotics and illegal drugs, and reinforcing port of entry security by beefing up the Customs and Quarantine Agency’s Drug Detector Dog Unit.” 

The projects funded include: 

Agency: Office of the Attorney General

Project Title: Project Gumofegga` (Video Conferencing) – $33,385

The Project Gumofegga` proposes to provide the Office of the Attorney General (OAG) prosecutors, investigators, family attorneys, support staff, and victim advocates with full access to Zoom, WIFI, and robust video conferencing and interview room capabilities to improve efficiencies, deliver high-quality work product, reduce duplication of efforts, complete record-keeping, and collaborate with partner agencies.

Agency: Department of Corrections

Project Title: Adult Correctional Management Information System (ACMIS) Phase II – $225,000

The Adult Correctional Management Information System (ACMIS) Phase II project will complete the implementation of a new jail-based management information system for the Department of Corrections to effectively and efficiently manage its Correctional Facility Operations and inmate population. Phase I for the ACMIS upgrade is funded under the FY2018 Byrne JAG Program.

Agency: Guam International Airport Authority Guam Airport Police Division 

Project Title: APD Technology Modernization & System Upgrade Project – $32,880

The Technology Modernization & System Upgrade would assist the Guam Airport Police (APD) in modernizing their manual reporting (hardcopy) data collection/submission of reports to a paperless approach to align with the Guam Police Department.  

Agency: Office of the Attorney General

Project Title: Sexual Assault and Violent Crimes Prosecution – $74,811

The Sexual Assault and Violent Crimes Prosecution program will increase the operational effectiveness of the Office of the Attorney General (OAG) by providing resources to investigate and successfully prosecute sexual assault cases and non-compliant sex offenders through the continued funding of an Attorney IV and Investigator II.

Agency: Guam Police Department

Project Title: Narcotics Interdictions and Asset Seizing Task Force – $30,000

The Narcotics Interdictions and Asset Seizing Task Force project will continue to enhance the capability and efficiency of short- and long-term investigations of various organizations involved in the importation and/or distribution of drugs on the island of Guam. Emphasis will be made on the interdiction of narcotics, the seizing of assets, and the apprehension, prosecution, and conviction of all individuals involved in illegal drug trafficking activities.

Agency: Guam Customs & Quarantine Agency

Project Title: Homeland Security Investigations Task Force – $32,535

The Homeland Security Investigations Task Force project will continue to improve the capability and efficiency in conducting complex investigations to identify, seize, and forfeit all forms of assets received through narcotics trafficking or other specified unlawful activity.

Agency: Guam Customs & Quarantine Agency

Project Title: Drug Detector Dog Unit Task Force – $79,851

The Drug Detector Dog Unit Task Force project will continue to enhance capability and efficiency in narcotics interdiction, seizures, and apprehensions at all ports of entry and provide assistance and support to outside agencies needing DDDU enforcement services.  

Agency: Guam Police Department

Project Title: NIBRS Compliance – $18,311

Funding will be used to meet new federal mandates for compliance with the requirements of the National Incident-Based Reporting System (NIBRS), which is an incident-based reporting system used by law enforcement agencies in the United States for collecting and reporting data on crimes.
