We recognize the concerns these developments may raise and want to reassure the people of Guam that our commitment to integrity, transparency, and accountability in public service remains unshaken.

It is important to emphasize that a federal indictment, or charge, is not a conviction. It is a formal allegation, and under the law, those named are presumed innocent until proven guilty in a court of law. We respect the independence of the judicial process and trust that it will move forward with fairness and due process.

We also want to reaffirm: Lieutenant Governor Josh Tenorio is not named in any federal charges, is not under investigation, and has not been accused of any wrongdoing. Since the beginning of this Administration, he has led with integrity, professionalism, and an unwavering commitment to the people of Guam. His calm, focused, and principled leadership during this time continues to reflect the core values he has always brought to public service.

Now more than ever, it is essential to remain grounded in those values. Under the leadership of Governor Lou Leon Guerrero and Lieutenant Governor Josh Tenorio, we remain fully committed to ethical governance and the continued service of our island.
