“This Department of Interior funding for Compact Impact Aid will help to ensure we make the required improvements at the Department of Corrections relating to concerns raised by the federal government. Some of these issues date back as long as two decades and falls on us to today to fix.”

– Governor Eddie Baza Calvo

DOC stipulated order

Department of Interior funding, amounting to $5.3 million, will help the local government meet the stipulated order to improve healthcare services at the Guam Department of Corrections.

The Compact Impact Aid money will help DOC improve healthcare:

  • Pay for healthcare staff to include GMH Doctors and Nurses.
  • Pay for pharmacy, dental, and behavioral health services.
  • Upgrade and replenish DOC and GMH related equipment, supplies, and facilities.

“These funds help us address the requirements of the stipulated order to improve DOC healthcare services and facilities,” said Lt. Governor Ray Tenorio. “The DOC Working Group will continue to focus on the federal government’s concerns, some of which have aggressive timelines. They include healthcare for inmates and detainees, as well as electronic locks for the Adult Corrections Facility.”

GMH Family Birth Center

The projects funded reflect the Government’s priorities. In addition to the Department of the Corrections, funding will go to the Guam Memorial Hospital for the renovation of the Family Birth Center and financing for a related bank loan.

“Social services at Guam’s hospital and correctional facilities are heavily impacted by migrants from the Freely Associated States,” said Interior Assistant Secretary for Insular Esther Kia’aina. “While we continue to work with the Government of Guam to address long-term solutions requiring federal statutory changes, we are pleased nonetheless to support the Governor’s budgetary priorities for this allocation of Compact Impact funding.”
