Governor Eddie Baza Calvo has appointed Carl Dominguez to be the permanent director of the Department of Public Works. Dominguez takes the helm after Joanne Brown left the department to lead the Port Authority of Guam.
 
Jay Rojas has also been appointed to be DPW’s Deputy Director. He has been involved in the local, national, and global construction industry since 2008 as part of SEI Guam. His experience will help the department with their mandates for permitting and regulating construction on Guam. Rojas holds a Bachelors of Arts degree from Boston University.
 
I’ve seen the improvement in customer service within DPW since coming into office. You can see it in our road projects. The public is more aware of the work. Contractors are held accountable to time tables. And ultimately, we see many projects completed successfully,” Governor Calvo said. “I look forward to Carl building on these successes as Director, and welcome Jay to replicate this progress in customer service when it comes to the permitting process at DPW.”
