MEMORANDUM
July 10, 2012
TO: All department and agency heads
CC: All public school principals
Superintendent of Education
FROM: The Governor
SUBJ: Preparation of Public Schools for Opening
Hafa adai!
I have made education reform a very visible policy initiative of our administration. As we’ve brought this plan into the villages to solicit public input, parents, teachers, and students have come forward to express their concern about the basic look of their schools. On the first day of classes, I want all of our students to see school campuses better than they left it in June. This does not cost much money to do. We do not need to dedicate federal grants or General Funds to make this happen. All it will take is charity from the private sector and sweat equity from volunteers.
I am directing each agency of the Executive Branch to adopt one public school for painting, general cleaning, and yard work in preparation for the opening of School Year 2012-2013. Each director or agency head is to develop a team of volunteers to make improvements at schools.
Vince Leon Guerrero, my Chief Education Advisor, will coordinate this effort with you, the Department of Education, and the private sector. Please contact Vince immediately to adopt a school. This project should begin when the principal of each school determines, preferably after summer school is done.
I will grant administrative leave to employees who volunteer on a case-by-case basis.
Thank you so much for your time on this, and for your commitment to the students of Guam.
By the way, the Governor’s Office is adopting the school from my hometown of Mongmong-Toto-Maite, J.Q. San Miguel Elementary School.
