Hagåtña, Guam — The Office of Infrastructure Planning and Development, under the Office of the Governor, announces the official opening of registration for the Challenge Portal, marking a critical step toward ensuring accurate broadband service coverage across the island. Guam residents, service providers, and community organizations are invited to review the updated broadband coverage map and engage in the challenge process to help shape the future of internet access on the island.

A Milestone in Guam’s Digital Future

The Challenge Portal, now live at register.challenge.guam.gov, allows participants to verify or contest broadband service availability data. This effort is essential to ensure the fair distribution of federal funds under the Broadband Equity, Access, and Deployment (BEAD) program—a nationwide initiative designed to deliver affordable, reliable internet to every community.

“Broadband is essential for education, healthcare, and civic life. Accurate data is the foundation for building a stronger digital future for Guam, and we need your help to ensure no one is left behind. By participating in this challenging process, you are contributing to smarter investments that will directly benefit our communities,” said Governor Lou Leon Guerrero. 

The BEAD program provides historic funding to close the digital divide by targeting unserved and underserved areas. Public participation in the challenge process ensures that Guam’s broadband funding will be allocated effectively by identifying areas that have been inaccurately reported as served. This allows the Government of Guam to advocate for equitable, high-speed internet access for all residents.

How to Participate

Through the Challenge Portal, participants can:

  • Review the updated broadband coverage map to verify service availability.
  • Submit challenges if they find discrepancies in the data.
  • Stay informed about key milestones in the challenge process, which will formally begin soon.
