The following is a message from Governor Calvo on the passing of Cabinet member Monte Mafnas:
 
Monte Mafnas, Director of Land Management and my most trusted advisor on land issues, went home to our Maker and Creator following a fight with cancer.
 
Monte knew land issues like the back of his hand. Where others saw roadblocks and problems, he saw opportunity and solutions. His creative mind and commitment to helping the poor and the landless led to the administration’s land policies and programs. These policies and programs, all created by or carried out by Monte, are leading to the return of more ancestral lands, the leasing of more Chamorro Land Trust properties, partnerships to build affordable homes, and fairness in the distribution of property.
 
Monte was a proud member of our Calvo Tenorio family. He had a special way of inspiring all of us with his never-ending optimism, sense of duty, and can-do attitude. He worked all the time, even when he was in the hospital waiting for treatment, recovering from surgery, and without any ability to speak or walk. He never had an unkind thing to say about anyone. He spent his life helping others. We will miss him dearly.
