Hagåtña, Guam – In an effort to better manage the procurement process for government purchases, prevent further delays, and maximize the expenditure of federal funding prior to the end of Fiscal Year 2019, Governor Lou Leon Guerrero has directed the assignment of administrative officers (AO) from seven Government of Guam agencies to the General Services Agency (GSA).  The AOs will augment the GSA staff to assist in processing requisitions and other procurement matters.

The agencies are:

  • Department of Public Health and Social Services
  • Guam Behavioral Health and Wellness Center
  • Guam Department of Labor
  • Department of Agriculture
  • Guam Homeland Security/Office of Civil Defense
  • Department of Public Works
  • Department of Integrated Services for Individuals with Disabilities

Administrative officers who have completed on base training will be assigned to GSA until September 30, 2019. To prepare the AOs for the temporary assignment, a refresher course for on base training is being held today, August 7, 2019, at the GSA office on the 2nd floor of the ITC Building in Tamuning at 1:30 p.m.

The fiscal year will be ending soon and I know there is a sense of urgency in processing requisitions and addressing procurement issues. Efficiency is key in resolving the frequent delays in the government’s procurement processes. This is a temporary solution but we will also work on identifying how we can streamline the strenuous procurement process,” said Governor Lou Leon Guerrero.

There have been too many instances in which government agencies have either lost out on federal funding or have had to return it. Though these are mere procedural or technical delays, we must find ways to address this so we can all benefit,” said Lieutenant Governor Joshua Tenorio.
