Leon Guerrero-Tenorio Administration Hosts Senatorial Budget Briefing

Hagåtña, Guam – The Leon Guerrero-Tenorio Administration’s Fiscal Discipline Team hosted
members of the 35th Guam Legislature for a Budget Briefing on Wednesday morning.
The briefing was led by Governor Leon Guerrero’s Chief Advisor on Fiscal Discipline Bertha
Duenas and former Senator Antoinette “Toni” Sanford who chaired the finance subcommittee for
the Transition Team. Department of Revenue and Taxation Acting Director Dafne Shimizu,
Department of Administration Acting Director Edward Birn, and Bureau of Budget and
Management Research Acting Director Lester Carlson also made presentations on their
respective agencies.
“The Administration is tracking the budget to gain a better understanding of our
Government’s fiscal outlook. It’s still unclear how the Trump tax cuts continue to impact
actual collections,” said Duenas. “Our budget briefing with members of the Guam
Legislature is an effort to demonstrate transparency and to begin a dialogue between the
executive and legislative branches of our government. Governor Leon Guerrero and
Lieutenant Governor Tenorio want to work collaboratively with the Guam Legislature
towards a common goal of continued fiscal discipline in improving our overall financial
condition,” she added.
Priorities for the fiscal team include improving delivery of services, improving efficiencies,
implementing reforms to stabilize finances, redirecting resources and improving government
services for constituents, empowering government employees with training, automating
budgeting processes to provide real-time information for accurate cash flow management, and
improving working partnerships with the military for information and support of projects tax
collections.
