Hagåtña, Guam – This afternoon, District Court Judge Consuelo Bland Marshall granted a motion relieving the permanent injunction placed on the Guam Behavioral Health and Wellness Center in 2005.
“After 14 long years we have ended the permanent injunction placed on what is now the Guam Behavioral Health and Wellness Center because a federal court judge recognized our tangible work toward setting things right. Our progress hasn’t been easy and it doesn’t always happen as quickly as we’d like, but it is happening,” said Governor Lou Leon Guerrero. “I want to thank the men and women of this agency who worked hard every day so we could get to this point. This moment doesn’t mean that we will be perfect—it means that we have made things better but still have a ways to go.”
Lieutenant Governor Joshua Tenorio added: “We won’t rest until every person who needs help mentally or emotionally can get it without judgement—until addiction is treated as the illness it is, and our community is healthier and safer.”
