Hagåtña, Guam – The Office of the Governor of Guam is pleased to announce significant progress toward resolving long-standing electrical issues at the Guam Memorial Hospital (GMH). Following a highly productive meeting between leadership from GMH and the Guam Power Authority (GPA), both agencies have reached a crucial agreement that will pave the way for long-overdue repairs and improvements to the hospital’s electrical infrastructure.

After reviewing GPA’s comprehensive assessment of GMH’s electrical system, GMH leadership has agreed to adopt GPA’s recommendations. GMH has formally requested that GPA take the lead in facilitating the necessary repairs and procurement to bring the hospital’s electrical systems up to modern safety and reliability standards. GPA leadership has committed to spearheading the repair effort, ensuring that the project benefits from the technical expertise, procurement capabilities, and quality assurance processes of Guam’s power utility. The partnership between GMH and GPA marks a major step forward in addressing one of the hospital’s most critical infrastructure challenges.

Governor Lou Leon Guerrero commended the collaboration, saying, “This partnership reflects the best of what can happen when our government agencies work together toward a common goal–protecting the health and safety of our people. Guam Memorial Hospital is the heart of our healthcare system, and ensuring its electrical reliability is essential to patient care and public confidence.”

Interim CEO of GMH Dr. Joleen Aguon also praised the partnership and GPA’s willingness to take an active role in resolving the hospital’s electrical issues. “We are incredibly excited and looking forward to GPA’s support and collaboration. Their expertise will help ensure that these critical repairs are done right and without delay. Our goal is to provide a safe, reliable environment for our patients, our staff, and our entire community—and this joint effort brings us one major step closer to that,” said Dr. Aguon. 

The Governor added that her administration has made it a priority to strengthen GMH’s facilities while continuing work on the development of a new medical campus. “While we plan for Guam’s next-generation hospital, we are also making sure that the Guam Memorial Hospital remains safe, functional, and capable of serving our people today,” the Governor said.

Both GMH and GPA will coordinate closely to ensure the timely procurement and execution of the electrical system repairs, with updates to be provided to the public as milestones are reached.
