ERA Delivers $21M to 5,500 Households — Cycle 5 Resumes Application Period

Hagåtña, Guam – The Leon Guerrero-Tenorio Administration announces that the application period for Emergency Rental Assistance (ERA) Cycle 5 resumed today, October 24, 2022. Financial assistance for rent, rent arrears, utility, and utility arrears is available for a maximum of 18 months incurred from March 13, 2020, to the present. Applicants who have not exhausted 18 months of assistance may be eligible for Continuance of Assistance.

“To date, our administration has delivered $21 million in rental and utility assistance to over 5,500 households in need of the relief available through the ERA Program, which has provided an average of $2,900 per household,” said Governor Lou Leon Guerrero. “With $16 million distributed in rental and displacement aid, in addition to $5 million in utility assistance, we encourage those in need to apply, so that we can keep Guam moving forward.”

“Through ERA and many more programs at the Guam Relief Center, our administration continues to actively provide financial assistance to families and individuals still facing challenges from the pandemic,” said Lt. Governor Josh Tenorio. “We will continue to deliver as much aid as possible and ensure that our efforts maximize relief across our community.”

The ERA program is federally funded through the Consolidated Appropriations Act of 2021 and serves rental households whose gross income does not exceed 80 percent of the area median income determined by the Department of Housing and Urban Development.  Approved ERA payments go directly to landlords and utility companies on behalf of renters. 

Individuals may apply online at doa.guam.gov or pick up a hardcopy application at the ERA office on the 2nd floor of the ITC building in Tamuning or at the Government of Guam Relief Center on the 3rd floor of the Bank of Hawaii building in Hagåtña. Prior-approved ERA recipients must complete a Continuance of Assistance Request Form at doa.guam.gov
