Hagåtña, Guam – The Leon Guerrero-Tenorio Administration invites the people of Guam to join in celebrating the groundbreaking of the Route 10 Pavement and Pavement Marking Project, a major win for safer, smoother, and more efficient roadways. Governor Lou Leon Guerrero and Lt. Governor Josh Tenorio, alongside the Department of Public Works (DPW), the Mayors’ Council of Guam, and community leaders, will host the public ceremony this week to mark the official start of construction for one of Guam’s most critical transportation corridors.

“Backed by $7.4 million in federal funding from the Federal Highway Administration, this project is a direct investment into the safety and well-being of thousands of residents who rely on Route 10 daily. The 3.2-mile stretch serves as a key connector for families, businesses, schools, and emergency services with an estimated 33,000 vehicles traveling the route each day,” said Governor Leon Guerrero. “Every dollar we invest in our island’s roads is an investment in the quality of life for our people. This project represents our commitment to long-term progress, stronger federal partnerships, and an infrastructure system that works for everyone.”

“This highway serves the educational center of our island and one of the fastest growing communities of Guam,” added Lt. Governor Josh Tenorio. “Project contractor Hawaiian Rock Products will lead the construction effort, focusing on the most distressed areas of Route 10. Repairs will include full and partial depth pavement fixes, new friction surfacing, and enhanced pavement markings designed to increase visibility and durability. From smoother commutes to safer travel conditions, this groundbreaking marks the beginning of real, tangible improvements for the people of Guam. We’re proud to get this work started, and the Route 10 project sets the stage for future roadway improvements across the island.”

The groundbreaking ceremony will be held on Friday, August 8, 2025 at 11:30 a.m. at the Father Duenas Memorial School Parking Lot, Duenas Lane, Chalan Pago, Guam.
