Millions for Millionaires, Nothing for Struggling Families
Hagåtña, Guam – This morning, the Republican-led Legislature sold out the people of Guam. By passing their FY26 budget proposal, they knowingly abandoned education, health, and public safety to hand an $80 million gift to millionaire corporations, companies that already enjoyed the largest federal tax cut in modern American history, now made permanent.
They gave millions to the rich in a massive cut to the Guam Business Privilege Tax and nothing to the families struggling every day to make ends meet.
To make the rich richer, the Republican-led majority:
- Cut funding for Guam Memorial Hospital while demanding that we declare an emergency at GMH
- Risked layoffs at the Department of Education, condemning our kids to crumbling schools with no maintenance
- Abandoned Simon Sanchez High School, once again betraying students and families with a phantom appropriation
- Shortchanged Medicaid and the Cancer Trust Fund, slashing help for the sick and most vulnerable
All while 90% of Guam businesses already pay less than the 5% BPT, Republicans rejected nearly every compromise amendment that would have simply required millionaire corporations to pay their fair share.
And in the dead of night, they pushed provisions into this budget without a single shred of public input—provisions the legal community warns will expose taxpayers to multi-million-dollar liabilities.
This budget is a scam, built on phantom money and false promises. The Republican-led Legislature chose lining the pockets of select millionaires over our kids’ classrooms, our hospital beds, and families just trying to get by.
We will review the budget in its amended form and act—but make no mistake: the Republican-led Legislature made their priorities clear today. They sold out—choosing profits over people.
