Hagåtña, Guam – The Leon Guerrero-Tenorio administration announces the award of $36.9 million in Education Stabilization Funds (ESF) for 77 projects under the Governor’s Education Assistance and Youth Empowerment Grant Program. The program launched on May 8, 2021, and aims to fund student and youth engagement and support activities.
“COVID-19 has affected every aspect of our daily lives, most especially in the delivery of educational instruction. This funding will help us engage our students in ways we haven’t been able to before,” said Governor Lou Leon Guerrero. “These projects will provide innovative and creative learning opportunities for the thousands of students in our charge. Our actions in the immediate months and school years ahead will define our progress in delivering the comprehensive support our students need to succeed despite the adverse impacts of COVID-19.”
“With the challenges faced by our island community over the past year and a half, we were encouraged by the overwhelming number of submissions by our community organizations and educational entities. As thousands of students return back to their schools, Governor Lou and I are eager to work together with our community partners to develop and support these programs and activities that help address the learning loss for students while also supporting their social and emotional well-being,” added Lieutenant Governor Josh Tenorio.
The program aims to fund student and youth engagement opportunities. Projects applications were submitted to the Guam State Clearinghouse after a solicitation period and were evaluated by review panels. Funding amounts were based on the recommendations of the review panels, availability of funds, and requirements set forth by the U.S. Department of Education.
In July 2020, the U.S. Department of Education Office of Elementary and Secondary Education awarded the Office of the Governor $12.5 million in ESF through the CARES Act. This first batch of funding was dedicated to addressing distance learning for students including providing free home Internet services to students and families through Guam Department of Education’s Providing Access to Home (PATH) Project; expanding wireless Internet access in library facilities and Community Learning Centers; and offering rebates for online student fees to students attending the University of Guam and Guam Community College.
Thirty-three million in additional Education Stabilization Funds allocated to the Office of the Governor and unexpended grant funds from the initial $12.5 million were identified to support these grant awards.
