Hagåtña, Guam – Recognizing the need to strengthen Guam’s law for victims of revenge porn, Acting Governor Joshua Tenorio today signed Bill 102-35 into Public Law 35-67.

Intimate videos created by those in a relationship should be viewed by whom and in the context for which they were made. But when publicly shared without consent, they are often used as bullying tactics and emotional weapons to destroy someone’s reputation or image,” noted Acting Governor Tenorio. “By signing this bill into law, I join Senator Mary Torres and the Legislature in supporting civility—even where relationships have fractured—and offering some measure of recourse to those who suffer the damages of revenge porn.”

Public Law 35-67 allows victims of revenge porn to file for civil action against their perpetrators. Victims may also be able to recover up to $10,000 or damages caused by the disclosure of their images, whichever is greater.

By outlining clear procedures, Public Law 35-67 sends perpetrators a warning that they will be subject to civil litigation, in addition to any criminal charges they face,” said Senator Torres. “I thank the Acting Governor for acknowledging those whose rights have been violated and signing this measure into law.”
