Hagåtña, Guam – The Office of the Governor issues the following statement regarding the Office of Guam Homeland Security and Office of Civil Defense(GHS/OCD): 

The safety and well-being of our community is the highest priority to the Leon Guerrero-Tenorio Administration. We appreciate the Legislative Committee’s commitment to ensuring the readiness and effectiveness of our emergency management facilities and operations. GHS/OCD acknowledges the concerns raised regarding the current condition of the facility. We take these findings seriously and have been actively working to identify and secure the necessary funding to support the repairs, maintenance, and continued operation of the facility. The legislature has the ability to appropriate the funding necessary, utilizing surplus revenues. Once a viable funding source has been confirmed, GHS/OCD will coordinate with the General Services Agency (GSA) to procure the required services in accordance with established procurement regulations.

We should note that the Mission Check also identified several strengths within our current emergency management framework. Specifically, the state of preparedness concerning the dissemination of information to the public and the operational status of a central point for the allocation of essential resources. These affirmative findings offer a solid foundation from which we can build on with greater efficiency and resilience moving forward.

GHS/OCD remains fully committed to ensuring that all mission-critical functions are supported and that the facility remains operational and capable of meeting the demands of our emergency management and homeland security responsibilities.
