Hagåtña, Guam – The Office of the Governor announces new appointments under the Leon Guerrero-Tenorio Administration:

“It gives us great confidence to announce the addition of such distinguished individuals to our administration, and we are grateful that they will be dedicating their considerable talents to serving the people of Guam. We look forward to working with each of them as we steer toward a new era of prosperity and security. These leaders have demonstrated a commitment to hitting milestones throughout their careers, and we are confident that they will serve our island well.

While we welcome new leadership, we extend our best wishes to those who have proudly served us. We thank outgoing Guam EPA Administrator Walter Leon Guerrero for his nearly 30 years of service to the people of Guam as a steward of our land, sea, and natural resources and outgoing Department of Administration Deputy Director Bernadine Gines for sharing her expertise in  human resources management with the people of Guam.”

Michelle C. R. Lastimoza, Acting Administrator, Guam Environmental Protection Agency

Acting Administrator Lastimoza currently serves as the Deputy Administrator for the Guam Environmental Protection Agency and brings nearly 27 years of environmental and public health management experience. Prior to Lastimoza’s appointment as the agency deputy director in November 2019, she was an environmental health specialist III at Guam EPA and the acting division head for the Brownfields Program, the Hazardous Materials Emergency Preparedness Program and the Defense, and State Memorandum of Agreement Program. Lastimoza graduated with a B.A. in Biology from the University of Guam and has held positions in environmental-health-related capacities at the Department of Public Health and Social Services. She also worked as an environmental engineer for DZSP 21, LLC.

Lisa Fisher, Deputy Director, Department of Administration (DOA)

Deputy Director Fisher brings 14 years of experience in risk and regulatory compliance, finance and administration, and human resources experience in the banking, federal government, and military sectors. She holds a B.A. in psychology from the University of Guam and a Master of Arts in organizational management and previously served as Head of Compliance, Head of Human Resources, and Compliance Manager for U.S. Territories under ANZ Guam, Inc. She was also a senior consultant for Marine Forces Pacific Guam and the Equal Employment Opportunity Counselor and Office Manager for the TRIO Programs at the University of Guam.  

Joseph Carbullido, Acting Director, Department of Corrections (DOC)

Acting Director Carbullido brings over 24 years of experience in law enforcement and prior administrative leadership. He is a Police Major with the Guam Police Department (GPD) and previously served as Director of the Department of Corrections from 2019 to 2022 when he resigned to return to GPD to assist with community policing initiatives. 

Andrew Atoigue, Deputy Director, Department of Corrections (DOC)

Deputy Director Atoigue brings over 24 years of experience in law enforcement and has served as the Officer-in-Charge of the K9 Narcotics & Tracking Unit at the Guam International Airport Authority, a Police Officer II at the Guam Police Department, and an Adjunct Instructor and Department Chair of the Criminal Justice and Social Science Department at the University of Guam. 

Adrian Cruz, Administrator, Hagåtña Restoration & Redevelopment Authority (HRRA)

Administrator Cruz previously served as Senior Policy Advisor at the Office of the Governor, Deputy Director of the Department of Agriculture, chairman of the Estoriå-at Commission, and chairman of the Commission on Decolonization’s Free Association Task Force. He will use his policy expertise and administrative experience to further work on the goals of the HRRA, including the restoration of the Governor’s Palasyu at the Plaza de España, the redevelopment of the Hagåtña Heritage Trail, and the development of the Land Resources Building.  

Joseph Cabana, Director, Guam Recovery Office

Director Cabana brings 17 years of experience in airport management, finance administration, and non-profit service. He previously served as Deputy Executive Manager and Comptroller of the Guam International Airport Authority, as Finance Officer at the Guahan Academy Charter School, and as Budget Analyst at the Guam Legislature.
