HAF Program Cycle 2 Pre-Application Period Closes Friday, May 6, 2022

Hagåtña, Guam – The Leon Guerrero-Tenorio Administration reminds homeowners experiencing pandemic-caused financial hardship to apply for the Guam Homeowner Assistance Fund (HAF) program. The pre-application period opened on April 11, 2022, and closes on May 6, 2022. 

“To date, our administration has delivered $2 million in direct financial relief to struggling homeowners and families, assisting 585 households since the program launched in January 2022,” said Governor Lou Leon Guerrero. “With the recent lifting of our island’s final pandemic requirement, our people are ready to focus on the road to recovery. We are committed to supporting everyone’s ability to fully participate in this effort and prepare for better days ahead.”

“The HAF program helps homeowners cover overdue payments for their mortgages, utilities, property taxes, and other housing expenses,” said Lt. Governor Josh Tenorio. “With the application period extended to May 6, 2022, we further encourage residents to apply for relief today by downloading the application at doa.guam.gov or visiting the HAF office in Tamuning.”

The HAF program provides up to $15,000 in financial aid per homeowner to address mortgage delinquencies, defaults, and foreclosures. Funds awarded from the program are issued directly to the lender, utility, or tax agency on behalf of the homeowner. To qualify for assistance, eligible applicants must have experienced reduced income or an increase in living expenses due to the COVID-19 pandemic after January 21, 2020. Applicants must currently own or occupy a home in Guam as their primary residence and meet the program’s household annual income bracket. In addition, mortgage, utility, and property tax accounts must be past due as of the initial relief payment. Qualified homeowners who received the full $15,000 payment in HAF Cycle 1 are not eligible for HAF Cycle 2. Applications are available for download at doa.guam.gov or can be picked up at the HAF office on the 2nd Floor, Suite 215, of the ITC Building in Tamuning.
