Guam HAF Program Cycle 3 Pre-Application Period Opens August 8, 2022

Hagåtña, Guam – The Leon Guerrero-Tenorio Administration announces the opening of the Guam Housing Assistance Fund (HAF) Program Cycle 3 pre-application period on Monday, August 8, 2022. Residents may apply by downloading the application at doa.guam.gov, or visiting the HAF office on the 2nd Floor of the ITC building in Tamuning or the Government of Guam Relief Center on the 3rd Floor of the Bank of Hawaii building in Hagåtña. 

“To date, our administration has distributed $3.5 million in housing assistance that has helped 850 households keep up-to-date on their payments since January 2022,” said Governor Lou Leon Guerrero. “As our economy recovers and employment opportunities increase, our commitment to providing housing relief has ensured that the people of Guam can turn the resiliency we’ve earned throughout the pandemic into a strong pathway to prosperity.”

“The HAF Program offers eligible homeowners experiencing financial hardship due to the pandemic up to $15,000 per household to keep current on mortgages, property taxes, utilities, and homeowner association fees,” said Lt. Governor Josh Tenorio. “We encourage households experiencing financial hardship due to the pandemic to apply for relief today!”

To qualify for assistance, applicants must have experienced reduced income or an increase in living expenses due to the COVID-19 pandemic, after January 21, 2020. Applicants must currently own or occupy a home in Guam as their primary residence and meet the program’s household annual income bracket. In addition, mortgage, utility, and property tax accounts must be past due as of the initial relief payment. Funds awarded from the program are issued directly to the lender, utility, or tax agency on behalf of the homeowner. Qualified homeowners who received the full $15,000 payment in HAF Cycles 1 and 2 are not eligible for Cycle 3.
