NEWS: Lt. Governor’s Office to Increase Enforcement of Guam Seal Usage
May 25, 2017 (Hagåtña) — Under Guam Law a permit is required to use the Great Seal of Guam for commercial purposes. As a community outreach and instructional program Lt. Governor Ray Tenorio has instructed his office to begin a review of unauthorized commercial use of the Great Seal of Guam.
“As the custodian of the Great Seal of Guam it is my responsibility to ensure that it is used in a dignified manner that will best represent our island and heritage.” Lt. Governor Tenorio stated. “It is possible that people are not aware that the use of the Great Seal requires authorization.”
In accordance with Guam Law it is unlawful for any person to use any representation of the Great Seal or Coat of Arms of the Territory without first obtaining a permit from the Lieutenant Governor or his designee. Any person found to use any representation of the Great Seal or the Coat of Arms of the Territory can be found guilty of a misdemeanor.
“This is in no way a move to hinder businesses,” Lt. Governor Tenorio stated.” I encourage anyone using the Great Seal of Guam to contact my office to apply for a permit to use the Great Seal.”
A permit to use the Great Seal of Guam for commercial use does not cost anything. To apply for a permit to use the Great Seal of Guam, a request must be submitted to the Office of the Lt. Governor of Guam containing the following information at a minimum:
·       A written request addressed to the Office of the Lieutenant Governor of Guam stating:
o   The name, position and organization of the individual(s) making the request and the identity (name, position and organization) of the party or parties for whom a request is being made and contact information for all of the above.
o   The purpose for which the use of the Seal is requested.
o   The duration of the use of the Seal.
·       A copy of the organization’s license to do business.
·       An accurate rendering of the complete document or product on which the representation of the Seal is to appear.
·       A description of the procedures or controls that the requesting party has implemented to ensure that the representation is in accordance with the conditions of approval if granted.
