Sandra Cruz Miller to replace Judge-select Cenzon

Attorney Sandra Cruz Miller will serve as Governor Eddie Baza Calvo’s legal counsel, taking the place of Superior Court Judge-select Maria Cenzon. Attorney Miller has more than 22 years of experience in civil litigation in the areas of government law, real estate and construction, corporate/banking disputes and medical malpractice. She also is an accomplished writer on a wide range of legal issues including commercial and corporate law, medical malpractice, worker’s compensation, administrative law and statutory interpretation.

“It’s important to have a legal counsel who is well-rounded and able to take on all tasks that come to Adelup. Sandra is that person,” Governor Calvo said. “I’ve had the pleasure of having two excellent legal counsels, and I’m confident Sandra will keep this streak going. She is a local talent who has worked hard and found success. I can’t think of a better attorney to serve in this capacity.”

She has been a partner at local law firm Mair, Mair, Spade & Thompson and served as a law clerk for Judge Joaquin Manibusan. Her previous government clients include the Antonio B. Won Pat International Airport Authority, the Port Authority of Guam, and the Guam Waterworks Authority. Most recently, Attorney Miller was an Assistant Attorney General at the Office of the Attorney General, handling all highway matters for the Department of Public Works. In this capacity, she gained extensive experience in all aspects of Guam and federal government contracting, including procurement and regulatory administration, performance bond disputes and government claims, and has obtained successful outcomes for the government in several legal cases.

Attorney Miller is admitted to practice law before the local and federal courts of Guam, Northern Mariana Islands and California, including the Ninth Circuit Court of Appeals. She holds a Bachelor of Business Administration from the University of Guam, and a Juris Doctorate from Santa Clara University.
