Hagåtña, Guam – The Office of the Governor issues the following statement regarding misinformation posted on social media by Senator James Moylan concerning eligible uses of American Rescue Plan (ARP) Funds:
“Recently, Senator Moylan took to Facebook to mislead the community once again. The Legislature is about to vote on a bill this week to provide all residents and businesses, regardless of income level, a power bill credit. Interestingly, Senator Moylan is a co-sponsor of the bill yet was absent from its public hearing on Friday. If he had attended, he would have understood why ARP money cannot be used. Senator Moylan needs to read the final rule on eligible uses (31 CFR § 35.6) which has been available for over half a year, and he needs to attend hearings before making more false statements and causing confusion in the community unless that is his intention.”
